CPAC is established by the University to provide “advice to the President concerning long-range physical facilities planning and development.” CPAC can be very effective in making recommendations on a number of issues to the University’s president, academic senate, etc. who then take appropriate action regarding these issues. The University’s Administrative Services departments will provide staff support and recommendations to the committee.
UNIVERSITY CAMPUS PLANNING ISSUES
* CURRENT PROJECTS. CPAC will provide input regarding decisions on current projects in the planning, programming and design phases. Decisions regarding the location and configuration of new facilities, as well as the design of new facilities will be considered by the committee.
* FUTURE FACILITIES PROJECTS. CPAC represents the interests of the campus at large, rather than a single department or college (as in the case of a project steering committee). CPAC will review the annual list of capital development priorities (requests for new buildings or major building renovation).
* PLAN IMPLEMENTATION. CPAC will address broad campus planning issues such as traffic and land-use on an ongoing basis. CPAC will provide the continuity necessary to interpret and implement the Long-Range Development Plan (LRDP).
* POLICY DEFINITION. CPAC could help identify campus needs and help develop draft policies for dealing with such potential conflict areas as historic preservation, signage, design guidelines, etc.
* COMMUNITY ISSUES. The relationship between the University and the local community with regard to campus development has improved dramatically in recent years. The Facilities Planning Department, however, has expressed a need for an advisory group, which can help find the common ground between the concerns of the community and the needs of the University, and then help communicate compromises to both.
* MEETINGS. To be most effective, CPAC should meet at least twice each semester to: (1) identify current issues requiring CPAC attention; (2) identify the most critical of these issues; and (3) form recommendations to address the critical issues facing the University that quarter.
